The unmeasured domain is what keeps measurement from colonizing the interiority the framework exists to protect. If every interior state must become data in order to count, the measurement system has swallowed the interior — so belief, emotional and intimate life, political and spiritual thought, aspiration, and unacted-on dissent are presumptively unmeasured. It reconciles with the ecology’s need for interior signal by requiring that such signal be volunteered, and usually aggregate or anonymized, rather than extracted. And it has a hard boundary: it protects the participant, never the office. The same categories — belief, private reasoning, internal deliberation — claimed by a powerful actor are no shield against legitimate audit of how that power is used. See measure power, not people.
