Operational finality is how NWG answers the “who decides?” recursion without installing a final authority who is presumed correct. A governance system cannot avoid someone eventually saying for now, this is the decision; the danger is only in letting that harden into this authority has determined the truth about the participant. So the framework separates decision finality from truth finality: a decision may be actable tonight and still be time-limited, appealable, reversible, and compensable if it was wrong. The one boundary is irreversibility — where an action cannot in fact be undone, later review is a fiction, so the consequence ladder raises the bar before it may be treated as final at all. Operational finality
The property of a decision that is final enough to act on without being a final description of reality. NWG accepts operational finality — someone must be able to decide, now — while rejecting ontological finality: the same decision stays time-limited, documented, reviewable, reversible, and barred from spreading into domains it was never authorized to touch.
