Governance non-traversability applies the framework’s idea of traversability — the ability to move from where an ecology is to where it needs to be — to governance itself. It marks the moment the governed can route around every lever of public constraint: the systems may still obey their operators, and technical control may be intact, but no one outside can any longer reach the operators to correct their course. Because it precedes the catastrophic loss of control rather than coinciding with it, it is a pre-irreversibility threshold — the kind the irreversibility register exists to catch while turning back is still possible.
Governance non-traversability
A red line upstream of the loss of human control: the point at which the actors being governed can route around every dependency through which public constraint operates. The systems may still answer to their operators, but the public has lost any practical hold on the operators, so course-correction is gone even though technical control has not yet failed.
